San Diego County by contrast has ZERO city carve-outs: a single countywide LEA covers all 18 incorporated cities plus unincorporated area (County Code §66.303).

What this means before you book
Every body-art practitioner (including PMU) must register annually in the county where they work, complete annual bloodborne pathogen training, and work from a permitted body art facility. California has no single statewide lookup — what you can verify depends entirely on your county. In LA County you can check whether a studio is a permitted body-art facility via the county's public inspection search, but you cannot look up an individual artist; in Pasadena, Long Beach, and Vernon, studios are permitted by the city instead and will not appear in the county portal. In San Diego County you can look up BOTH the facility and the individual practitioner by name in the county's public portal, though the portal shows the status of the registration record rather than confirming a permit is currently in force. In counties not listed here, check with that county's environmental health department directly.
